The certification body - introduction: The TÜV AUSTRIA CERT GMBH is the first certification body in Austria, which is accredited by the Ministry of Vehicles (Kraftfahrt-Bundesamt, KBA) to do the KBA specific verification procedures. The TÜV AUSTRIA CERT GMBH is partner of the KBA outside of the germans federal territory. As external partners of the KBA TÜV AUSTRIA CERT GMBH is designated to do visits as initial assessor, without any particular arrangement with the KBA. Manufacturers of vehicles and of components for vehicles, that need to have the type approval by the KBA, are approved to get the certification at The TÜV AUSTRIA CERT GMBH. TÜV AUSTRIA CERT GMBH performs the certification procedure for the fulfillment of the requirements stated in the ISO 9001 together with the regulations defined in the German road traffic law. Verification Verification is part of the evidence for the quality management system, it is the basis for manufacturers to obtain type approvals by the Kraftfahrt-Bundesamt and it is also basis for any request on an expertise for parts as designated in Annex XIX of the Road Traffic Licensing Regulation, StVZO. The internal market of the EU sets the necessity of transparent systems that are carrying the corresponding elements of confidence including also the transparency on the relations of manufacturers of vehicles, of parts for vehicles, of the systems and of the autonomous technical units. This transparency has to be warranted especially for the customers, the suppliers, the authorities and in further for all of the members within the lifecycle of an vehicle. Basis of such a system are the requirements which are similar in all of the EU and ECE member states. The verification is done on bases of the verification directive together with the regulations of the road traffic law pursuant to the procedures established and in reference to the EN ISO 9001. Each request for an verification has to be made by the authorised representative of the company, which needs to be verified. Any agreement, that might be necessary because of differences to the standard rules has to be documented in written form. The companies verification by the TÜV AUSTRIA CERT GMBH is the basis for the attest which is valid for 3 years, the attest certifies the company, or parts of the company for an operative QM system which is implemented and which is applied, and which is based on the standard EN ISO 9001. It certifies as well that measures are implemented and applied in order to ensure that the vehicles, systems, components or autonomous technical units are unique to the ones which has been approved (which are in compliance to the requirements stated in the German road traffic laws). The re-verification may prolong the validity of this attest for another 3 years. The verification is done object-related and system-related in order to get the assessment on the conformity of the products manufacturing and documented in its technical descriptions. Therefore the assessment is valid only for processes, areas and production units in the company, which are in relevance to the characteristics of the manufactured product and its approval / the expertise which was made for the specific product. The assessment is done for all products, which have to be approved by authorised authorities in order to secure their fulfilment of the requirements stated at national rules (StVZO), EC or ECE and also for the parts for which an expertise has to be made at accredited Technical Services. The verification is basis for the initial assessment by the KBA and for the type approval procedures. The initial assessment as basis for the verification is valid for the manufactured products / the objects that have to be approved as part of the actual request for verification, and also for the parts verified at the audit on site that are listed on the attestation document or its annex. The initial assessment with its verification or certification evaluates the sufficiency of the implemented and practiced activities on quality assurance in order to ensure that only products are delivered which are in accordance to the respective approved type.
