EU-Twinning Light:

Concluding Conference on SEVESO II

 

Last year TUV AUSTRIA was awarded the EU-Twinning Light project, which aims to implement the SEVESO II directives in Romania. Plant and process safety experts had been training the Romanian Ministry of the Interior and consequently the civil protection agency on site in Bucharest since spring 2010.

TUV AUSTRIA successfully concludes project in Bucharest

Numerous activities set the stage for elaborations on approaches, methodologies and examples reducing industrial accidents. Methods of risk analysis, such as HAZOP, LOPA, SIL and Swift Analysis, were explained in depth.

Emergency exercise in chemical plants

An emergency exercise in Romania's largest chemical factory, owned by Oltchim, allowed for an evaluation of the successful execution of technical training lessons and the proper definition of efficient emergency plans in a practical, real-world environment.

A leaking chlorine gas tank had been chosen as an appropriate scenario. The joint operation of internal and external emergency units and local authorities was conducted commendably. The exercise furthermore gave the plant operator an opportunity to check the internal emergency plans for actuality.

Concluding conference underlines technical responsibility

Plant operators, inspectors and representatives were able to convince themselves during the conference that poor technical maintenance and badly prepared emergency plans could cause greater economical damage than a periodical inspection of systems.

The concluding conference on July 22nd 2010 in Bucharest clearly highlighted two fundamental aspects: the successful cooperation of TUV AUSTRIA with Romanian authorities and, on the other hand, the great amount of trust the Romanian country has placed in the technical expertise of TUV AUSTRIA.
